.NET Framework failed install

I recently tried to install Quickbooks 2007 on a laptop. Quickbooks 2007
requires the .NET Framework 1.1 Update. Naturally it failed. I searched the
microsoft site only to find it suggesting to remove 2 other updates that it
did not have. I uninstalled the .NET Framework 1.1 and reinstalled with the
same results.

Here is what the eventviewer had to say about it:

Product: Microsoft .NET Framework 1.1 - Update
'{411EDCF7-755D-414E-A74B-3DCD6583F589}' could not be installed. Error code
1603. Windows Installer can create logs to help troubleshoot issues with
installing software packages. Use the following link for instructions on
turning on logging support: http://go.microsoft.com/fwlink/?LinkId=23127

Again the links were no help.

I searched the news groups, not finding the exact answer. Is there an easy
fix for this?
