NET Framework installation failure

I have done the Microsoft Update 3 times and keep getting
the error code: 0x8013700 installation failure:
Microsoft.Net Framework 1.0 Service Pack 3 English Version
Help? What else can I do?

I had the same problem. I was going to pull out my hair. First go to
Control Panel, to add/remove programs and remove the .NET framework that is
there. Then go back Downloads, load .Net Framework 2, then go to updates and
load .Net 1.1. This is what I did to get it to load. Ugh!!!!
