.NET Framework (KB922770) 0x80070643

There have been many posts about people receiving the 0x80070643 error
installing the KB922770 patch. The post fix is at
http://support.microsoft.com/kb/923100

This problem appears to be happening repeatedly to many users. Has anybody
came across a root cause to why this is happening. If it was just one
machine on occasion it would be no big deal, but in a large environment it
becomes a real pain to fix. What is causing this to happen?

I did not receive the error code when attempting to install subj update, but
assume the same problem as all others'. Using a 56K dial-up connection,
reloading the 91M Framework software will take considerable time. What will I
be losing if I do not reinstall the software?
