Net Framework not installing KB928366+KB928367

I've been contacting MS support and no help, the link to Download
Microsoft Windows Installer Clean Up utility
I was referred to shows cannot be diplay

anyway I can't install
Microsoft .NETFramework, Version 1.1 Service Pack 1 (KB928366) and Security
Update for
Microsoft .NET Framework, Version 1.0 Service Pack 3 (KB928367)

so I did an custom update to find that I have a software update that I
haven't installed yet ,
Microsoft .NET Framework 3.0: x86 (KB928416)
could this a reason why the installs aren't working ?

Use a different computer...
Get the cleanup utility from here:
http://www.microsoft.com/downloads/d...displaylang=en

Download/install it.

Then...

NET Framework 1.1
http://www.microsoft.com/downloads/d...displaylang=en

download for your OS.

- Download/Install http://support.microsoft.com/kb/886903/
- Download/Install http://support.microsoft.com/kb/928366/

Reboot as needed and at the end.
