You didn't post which edition of Windows is installed. Assuming it's XP:
Show hidden files, folders, and system files:

* Empty the Recycle Bin before doing the below *
Now go to Start > Run > type in %userprofile%
Click OK or press Enter
Open Local Settings
Now open the Temp folder
Click Edit > Select All
Move *all* content of Temp to the Recyle Bin for now.
Download and save Microsoft .NET Framework 1.1 Service Pack 1

Once the download completes close *all* open programs and browsers.
Open Windows Explorer [Start> All Programs(or Programs)> Accessories]
and navigate to the root drive [ the drive where Windows is installed
to, usually C:\]
Create a new folder and name it DotNet
Move NDP1.1sp1-KB867460-X86.exe to DotNet
Close Windows Explorer
Click Start > Run > click the Browse button
In the left frame, click on My Computer.
In the right frame, double click the root drive, usually C:\
Click on DotNet, click Open
Click on NDP1.1sp1-KB867460-X86.exe, click Open
Click OK to install the SP.
Did that get it installed ?
If yes, then something in the Temp folder prevented it's installation.
You can safely empty the Recycle Bin now.
If no, then open Add/Remove Programs in the Control Panel.
Scroll down to Microsoft .NET Framework 1.1
Click Change/Remove
Choose the Repair option.
If it can be repaired, then try to install NDP1.1sp1-KB867460-X86.exe
once more.
