Net framwork update wrong language

Windows XP Home SP2, all updates installed except:

For about the last month each time I go in the update it says I should
download "Microsoft .NET Framework 1.0 Service Pack 3, Japanese Version"
instead of "English Version". How can I tell update to change to the
English Version?

If you need it you could get it here in english

Microsoft .NET Framework 1.0 Service Pack 3

( you could check your language settings in IE tools\internet
options\general\language)

Thanks Jim but that didn't help. I currently have V/1.1 and that is V/1.0.
The default language is English and this problem has not happened for any
other update.

If I uninstall it would that cause a problem?
