I attempted to do a manual Windows Update. The only high-priority update I
need is Microsoft .NET Framework 2.0 Service Pack 1 (KB110806) (x86). The
update window says this update is "already downloaded; ready to install".
However the size of the update is 0 KB. When I click the "Review and install
updates" link, Internet Explorer takes me to the "Installing Updates" screen,
but nothing happens. Eventually it times out.

Read it very careful, probably there is the answer to your problem.

Good luck

Please state your full Windows version (e.g., WinXP SP3; Vista SP1) when
posting to this newsgroup.

1. Write down the .NET Framework versions which are already installed:

How to determine which versions of the .NET Framework are installed and
whether service packs have been applied

2. Now see Resolutions Methods 1 or 2 in
http://support.microsoft.com/kb/923100 (ignore the title).
