Network connection kaput after installing SP2

Not only can I not connect to my I S P clicking on the Desktop icon but nor
can I disconnect by right clicking on the taskbar double-PC icon. When I
click on Disconnect, I get an error message saying
"The connection is currently busy with a connect or disconnect operation"
I had attempted to download a security download after installing SP2 which
Windows said was essential. Is it blocking the disconnection process? If the
download is on, then the Double_PC icon on the task-bar should be blinking
but the blinking has stopped completely after installing SP2. How can I get
it working?

Try deleting the Desktop icon. Then go to Start/Connect to/All Connections
and right click and drag it to your desktop and choose "Create Shortcut
Here" and see if it works then.

That does not solve the problem.
Since there is no suggestion to solve my problem of Network Connection which
does not function after installing SP2, I am wondering if I should restore
to the latest pre-SP2 restore point.
But I do not know if I would lose any security benefits which I might have
had with the settings automatically made by Windows SP2.
