Network Connection kaput after SP2 install

My SP2 installation has gone off satisfactorily but there is a problem with
connecting to the I S P by double clicking on the I S P icon on the desktop.
Nor does Windows XP after SP2 permit me to make a new Connection to my I S
P. Clicking on the Next in the Network Connection Wizard brings no result.

The only way to get connected to my I S P is to open Outlook Express and
click on Send and Receive messages. The Outlook Express brings up the I S P
Connection dialogue and it works fine after that.

Why have I to use Outlook Express to get connected to the network? What do I
need to do to make the I S P icon or the Start Menu shortcut to the
I S P working?
