Network Connections service will not start

Hello All,

I just started a new job and they have asked me to update their
computers that have never been updated before. After using SMS' ITMU
to install updates, some of the older computers are having problems.
The network connections service will not start with error code 127.
I've been reading some information about an old update MS050-051
causing problems. I checked the permissions for the
C:\windows\registration directory and this did not fix my problem.
When I try to register netman.dll I get the following error:

LoadLibrary("netman.dll") failed

Any suggestions would be greatly appreciated!!
