Network Diagnostics for Windows XP won't install if IE7 is install

KB914440 (Network Diagnostics for Windows XP) won't install if IE7 is already
installed. According to it's log, it gets all the way through, then tries to
migrate KB918899 and fails:

16.718: MigrateHotfix: Migrating hotfix KB918899
16.718: Migrating QFE KB918899 with command line: update.exe -Z -Q -B:sp2qfe
17.812: Update.exe failed 1603.
17.812: MigrateHotfixes: Migration of KB918899 failed
17.812: DoInstallation: Migration failed
17.984: Failed to migrate dependent packages.
17.984: Update.exe extended error code = 0xf0ea

If you look at the log for KB918899, you'll see:

0.766: c:\windows\$hf_mig$\KB918899\update\update.exe (version 6.2.29.0)
0.766: Failed To Enable SE_SHUTDOWN_PRIVILEGE
0.766: Hotfix started with following command line: -Z -Q -O -B:sp2qfe
0.766: FileVersion of C:\Program Files\internet explorer\iexplore.exe is
Greater or Equal To 7.0.0.0
0.766: Condition Check for Line 1 of PreRequisite returned FALSE
0.782: KB918899 Setup encountered an error: The version of Internet
Explorer you have installed does not match the update you are trying to
install.
0.782: The version of Internet Explorer you have installed does not match
the update you are trying to install.
0.782: Update.exe extended error code = 0xf0f4
0.782: Update.exe return code was masked to 0x643 for MSI custom action
compliance

If you run Network Diagnostics for Windows XP (which was installed after
all, but reports the late failure) exe, you'll get an error.

Wouldn't you know it. I installed IE7 this morning, and after a reboot tried
to install some updates. All the updates installed except KB914440, which
failed (I tried twice). I assume Casual Poster is right, but is there
anything to be done except uninstall IE7 to get KB914440 to install?

Is it being offered to you or are you trying to force it on?
I have IE7rc1 and I seem to have the Diagnose Connection problems... tool
but I don't remember installing it (except as a separate beta
which I uninstalled because it conflicted with FiddlerTool
in some bizarre way.) FiddlerTool is more valuable to me than
that silly thing anyway. I would never install it as an optional update
unless its functionality was significantly improved.

Oops... apparently it is installed. According to WindowsUpdate.log
it was installed by IE7b3. Who knew? ; )

I saw it as an optional update. I don't recall seeing it before. I did the
Windows Update a week or two ago - before I installed IE7 final. I did not
try any IE7 betas. I always choose the Custom Option with Windows Update,
and I have Automatic Updates turned off. This is on a ThinkPad T42 running
XP Pro.

I finally got the Hotfix KB914440 to install. Instead of using Windows
Update, I went to microsoft.com, searched for the KB914440 download page,
downloaded and saved it to my hard drive. I unplugged my WWAN Sierra
Wireless AirCard 860 and my second hard drive. I closed all internet
connections and exited out of Spybot Tea Timer, Kerio firewall, and Kaspersky
AV. Then I ran the hotfix from my hard drive and it installed successfully.
I am not sure which of the above was causing the problem.

Well, it's kind of hard to say just yet. I installed it on one laptop only
for possible future use. So far I am not having any network problems. I did
run Network Diagnostics to see what happened. It tests a http connection, a
https connection, and a ftp (passive) connection. I believe the first time I
ran it, the ftp (passive) connection failed, so it tried ftp (active), and
that was successful.

To launch Network Diagnostics, you have to be logged on as Administrator,
then go to the tools menu of IE and choose Network Diagnostics. Next you
tell it to run, and it checks each of the above connections. I believe it
can also be started from the Run menu off of the Start button (see KB914440
article). Pretty easy to use in IE; don't have much else to say.
