Network List Service is missing from the list of services

Hi Guys,

I am having a problem where the icon is showing a red x on the network
icon in the system tray even though I can connect to the internet. I did
some searching and I found I am missing Network List Service completely,
its not on the list of services. Can I some how make this service
visible for me to enable it? Can I install this service?
