You didn't say how you were connecting to the network but the symptom you
describe can happen if the PC to router/whatever connection is intermittent
for some reason or else the router/whatever is spontaneously rebooting or
reconnecting. The most likely causes for the former would be hardware,
either a defect, dirty connection, driver, or configuration/compatibility
issue (including WiFi). The second scenario can be caused by defective
hardware, overheating router/modem, line noise (DSL) but also with many
routers by simply running file-sharing software, or by denial of service
attacks against your WAN IP. Router or modem logs should show if any of that
is happening. Couldn't hurt to check for firmware updates for the network
hardware. If both computers are running Vista then I'd suspect the
computer's connection is more likely to be the cause of the constant
re-identifying problem.
Computers on a LAN can sometimes take several minutes to discover each other
so with the constant changing of the LAN connection every few seconds on one
machine it isn't surprising that it cannot find the other computer.
