Dunno how important the "open source" criterion is to you, but ... ping,
traceroute, nslookup and netstat are built-in commands in Windows. Just go
to a command prompt and enter the commands. No additional software is
required.
Whois is a free download from the SysInternals page at microsoft.com:

NetMon is a very full-featured network sniffer. It is a free download from
Microsoft:
