I am going to bring our old router that we replace with new, to an office in
Toronto. Does the Active Directory site I've created need to have a server
associated with it, or can a Windows workstation due?

Hello Patrick,

I can not really follow you, if you talk about AD sites and services, there
should be a site with the correct subnet created, where the site DC is moved
to. This has nothing to do with workstations.

In addition to Meinolf's post, you need a VPN between the sites.

Hello Patrick,

If you just change the router in AD nothing has to be changed. Make sure
the disconnection between the sites doesn't go over the tombstone lifetime,
between 60 to 180 depending on your OS version. Or create a VPN for that
time until your are back as Ace said.

Best regards
