New in Cluster Server

I have configured fail over cluster server in windows 2003
One computer as storage and the two computers are cluster1 and cluster 2.

When these two (cluster1 &2) are live, the virtual disks are online in one cluster (suppose cluster1), but when I release the power cable from cluster1,
The disks are not getting online in cluster 2 (problem 1)
We need to start the cluster one again to online the disks, sometimes it does not happened Error ID: -2147024843 (80070035) (problem 2)
How to share the virtual disks to access?

Please guide.
