Contact the manufacturer for warranty repair/replacement.
Better yet, return it to the seller for exchange or refund.
This is not a windows Vista issue but a problem with the hardware, bad
Windows installation or something else the responsibility of the OEM.
I suggest you not simply install Windows XP to try solving your issue.
If it is a bad windows installation, Clean Installing Windows will
solve it.
If it is hardware, the problem still exists.
Check your manual and/or contact the manufacturer about reinstallation
media.
There may be a hidden partition with a method to make recovery media
and if so, you should do this before installing another operating
system.
