New HP and Dell no software just Windows XP SP2. PC's fail after u

I have factory direct PC's failing after updateing units. There is no spyware
or anti virus. Windows lock up if Internet 7 is installed on them so no new
updates install or are found. Windows fails on Framework 1.1 and 2.0
installs even though it is present with the SP2. Error Code: 0x641 (Not able
to uninstall Framework 2.0 or 1.1.)
I have renames download to downlad.old; reregistered the wupd2.dll;
unregistered the MSI installed and regestered. Need a fix. I have 16 new
workstations with same problem. No software installed but Windows SP2 factory
direct.

I recently encountered the same issue with Windows XP
installed on a brand new Dell PC. This tool fixed the problem
quickly:

I strongly recommend deleting the pre-installed copy of the operating system and
reinstalling it yourself. (In fact I would recommend this even if you weren't
having problems with them.)
