How to enable the built in root Administrator account:

Please note that, by default, Vistas regular account is known as a Standard
Administrator which allows you to manage the system and create additional
accounts. This account is recommended for daily usage, Microsoft in fact
recommends you use a Limited User Account for daily usage.
UAC is annoying, but its there for a reason to protect you from malicious
applications that creep into your system or record your keystrokes and
compromise your system. You can turn if off by going to Control Panel > User
Accounts > Turn User Account Control on or off.
