If your system is being offered the update then one of the .NET 2, 3, or
3.5 runtimes is installed.
They are installed by programs that need them to function.
Prior to .NET 2, runtimes were NOT dependent upon each other.
Subsequent runtimes, as in 3 and 3.5, *are* dependent upon .NET 2.
KB951748 should NOT install 3 nor 3.5 IF they are not installed on the
system. IF .NET 2 is installed, SP2 for it will be installed.
If you don't want any .NET runtimes installed then you will need to
uninstall the programs that installed them in the first place.
That will save disk space.
