New PC Build--Vista Install CD stops at weird colored screen

I have no idea if there's any way you guys can be of help--but I'm
unsure what to do.

I just did a fresh PC build and thought it was a good time to try to go
to Vista Home Premium. The PC boots from the CD, then says "Windows is
Loading Files". After that finishes--there's a little graphic of a
status bar that runs and then the whole thing stops with a really
bizarre blue and green veiled colored screen that doesn't have any text
on it. After I get that the CD stops spinning.

There isn't anything else to report, really--although before the CD
boots there's a message that says "Update New Data to DMI!" -- but the
computer doesn't hang there.

Any suggestions as to where I might go to troubleshoot this or if
there's anything to try? The hardware I'm using is in my signature.
Does this trouble pattern generally indicate issues with a particular
piece of hardware?

Any assistance appreciated...

You might make sure that all your devices are connected good. I had that
happen with a Vista install and my floppy drive power connection was not
connected right.
