New users cannot use recycle bin

Every time I create a new account on my system, the new user has a recycle
bin, but it seems non-functional. If they delete or drag a file to the
recycle bin, a prompt asks, "Are you sure you want to permanently delete this
item?"

In the recycle bin properties, the option for immediate deletion is NOT
checked, and the size of the recycle bin should be sufficient to hold the
files they are trying to delete.

The recycle bin on my original account works fine, but I would like all my
user accounts to have a working recycle bin! Any suggestions?

See if resetting the Recycle Bin can help. This tutorial will show you

If it does not help, then see if running a "sfc /scannow" (no quotes)
command can find and fix any bad system files that may be the cause.
