Hello.
You can change this in the Network and Sharing Center (search on the Start
Menu). Just click Customize on the right hand side of the page. However
you might want to read up the differences between the three options. Home
is probably best for a home environment, sharing is enabled between machine.
Public would lock basically all LAN functions out.

If you've got a power button use that. You might not be able to change the
keyboard or mouse to wake the machine, you could try looking in Device
Manager and going into the Properties of the mouse or keyboard see if
there's options there to allow them to wake the machine. Otherwise it could
be machine specific, possibly an option on the BIOS.

Default behavior. You can go into Power Options, and on the left hand side
is an option for 'Require a password on wakeup', you'll need to elevate by
pressing 'Change settings that are currently unavailable' before you can
make the change.
