I have been working on this all day. Went from bad to worse (no incoming).
Then I deleted the whole thing and started over again, reentering all info
in new email account.

Now my incoming mail is getting into Windows Mail just fine, but once again
nothing goes out. SMTP server gives error message: Error Number:
0x800CCC0F

My email provider is PeoplePC.com

Tried their online help live chat techie, but nothing working yet.
Grateful for any other help...

See:

The detail that I provide Is for Outlook Express, WM is the same animal.

I would guess that you need to go to Tools>accounts>select
account>properties>advanced tab and change the outgoing SMTP port to 587 ?
Also see slide 10 for SSL.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled. The latest version of Trend's
anti-virus seems to be causing problems too.
