New windows do not get focus

I have several keyboard buttons set up to launch various programs and until
today when pressing one these buttons the program window would open and had
focus but now whichever window is on the screen remains there and new window
opens at the back of this with its taskbar button flashing. If I open a
program from the Start button it opens with its window in the foreground
with focus.

Is it possible to correct this?

Doug,
Happens here erratically. It will bring the new window to the top for
several days, and then start putting it under the currently top window.
Generally have Window live mail on top, just under it is Window live
Messenger.
The new 'keyboarded' program comes up either on top or between the two.
(usually the keyed program is IE 8). I haven't been able to determine what I
do differently when it lands on top and when it doesn't. I will be watching
thread with you for hints.
