That statement seems a little misleading.
That is not a change and nothing new.
Dell, Toshiba and possibly other major OEMs continue to offer Windows
XP as well as many local shops as they always have.
they never stopped selling Windows XP.
This is the same as was done 6 years ago at the release of Windows XP
and previous operating systems before them.
