Make sure your Windows system clock has the correct / current / local TIME & date.
Other first items to check (keep in mind, you may need to do some digging in your Windows Update log)
Check that cryptographic service running.
Click Windows Start button/ Select Control Panel / Performance and Maintenance >Administrative Tools / Services.
From the list of services, see Cryptographic Services, and insure that
the Status says Started.
2 more services also are a must: Remote Procedure Call, and System Restore .
All 3 of these services should say Status=Started ---Startup type=Automatic
(at least for now) turn off your antivirus program & turn off any ad-blocker program (if you have one).
Close your other user programs. If needed, logoff & log back in to Windows. Try Windows Update again.
