No contact when i create a new windows's user .. why ?

Hello,
I have to create a new windows XP's user and now i haven't got any contact
anymore with Live Messenger.
When i go to my other windows XP's user, i could see all my contact in Live
Messenger. This two Windows XP user have Administrator rights..

Is there a particular right to put on a special folder ?
