I'm noticing a weird problem on campus here and wondered what might be
causing it. I should first note we are using Cisco Clean Access on
campus which checks machines to make sure they have all the required
windows and antivirus updates before it gives them access to the
network.

Our problem is that every other month or so we have machines come into
our support center that cannot log into Cisco because they are missing
an update or two. The strange thing here is that windowsupdate says
the machine has no more critical updates, and there are no hidden
updates, so the machine is 'up to date' as for as windows update is
concerned. However we look up the Cisco error log which gives us a
list of successfull updates with their KB numbers and failed updates
with their KB numbers.

Noting the failed KB numbers, at this point we fix the problem by
downloading and installing the update manually. Before doing that, I
have checked add/remove programs to check for the KB, windows update
history on the windows update site, and the event viewer log for any
errors and have found nothing indicating the KB in question.

Any ideas as to what might be causing this?

MS rarely considers third-party software as Critical Updates. Have you ever
tried Custom Updates?
