No 'Group by' in Views

I seem to be missing the 'Group by' in the Views command in Explorer. It
shows
up in the 'View' menu but it's disabled.
Is this normal?

Hi,

That option is only available when you are focused in a set of folders. If
you are at a top level (say "Computer") or have the focus on the left
column, the option will not be available.

I must be missing something.
When I select an item (folder) in the RIGHT pane should 'Group by' be
available?
It's not in my case. And if not, what must be selected in order for it to
become available?
