If I Press F1 or Help (menu) View Help I get an error message stating:

"Internet Explorer cannot download / from windows."

If I try Help and Support from the Start Button I get an error message
stating:

"Internet Explorer cannot download / from help."

Either/Both are followed with:

"Internet Explorer was not able to open this internet site. The requested
site is either unavailable or cannot be found. Please try again later."

Any help in solving this will be appreciated.

An aside - Why do I need a "site" to get help? What If I want to use
Vista, and get help, sans an internet connection?

Try the fix offered at this site:

It re-associates the .xml file type to its default settings. A recent
installation of a program may have "stolen" the .xml association.

Under Options > Settings... for Help and Support (on the upper right side
of the H & S window), you can choose not to get content from the internet,
but the .xml association would still need to be repaired.

The first time you go to use Help you will be asked if you also want to go
online to get the very latest help from the internet. This is a good thing,
in my opinion, as with this new O/S the help files are liable to changes. If
you say yes to this question, Help will always try to go online to update
the help files. If you subsequently do not have an internet connection, you
will be told so. I believe this is what you are seeing.

You can disable this from happening from within the options | settings in
the Help window. Just remove the check to "Include Windows Online Help".
