It's a IE7 Bug that has to do with using Large Icons in your Appearance
Settings. For a workaround try this:
OK, obviously there is a bug here and Microsoft hasn't resolved it in many
months, but I have come up with my own way of getting my Icons to show up in
the Links Toolbar.
First, create a folder on your hard drive to store you links. Put it
someplace where you generally won't see it or won't delete it on accident.
Copy all your links from your Links Toolbar in IE7 to that folder by dragging
them to the folder. For the next step, you will need to enable the option to
show extensions for known filetypes. That's done in Folder Options. Now, on
your desktop, create a new text document. Rename its extension to an
extension that your computer won't recognize (I used .ggg). When it asks
"Are you sure?" Confirm by clicking "Yes"
Right click on your .ggg text document and drag to another location on the
desktop and release the right-mouse button. From the menu, select Create
Shortcut Here.
Now Right-Click on the shortcut that was just created and click Properties.
In the Target field, enter the path and filename of one of your Links (eg.
"C:\Links\My Link.url") Be sure that it is surrounded in quotations and that
the extension ".url" is used. You can change the Start In path to match, but
it's not necessary, as long as Target is correct. Now hit the Change Icon...
button and select the icon you want from the list or browse for a custom icon.
Now click OK to accept the changes on your shortcut. Rename the shortcut to
the name of your link (Note: you don't need to include ".url" this time).
Finally, drag the new shortcut to your Links Toolbar in IE7 and Viola!!!
You should have a fully functional link with your custom icon proudly on
display!
