No Mail enabled users after exchange installation in active direct

I have just installed a clustered 2-node enterprise exchange on a windows
2003 enterprise platform. All services/resources on the node are running
properly. I followed the step by step exchange 2003 deployement guide.
Forest and domain prep were also run. Now after the installation i went to
my Active Directory to add new users but to my surprise i have no mail option
when creating the user. I have a test network on which after the exchange
installation i have a few exchange tabs that appear. On my clustered
exchange(production box) exchange is running so is the SA/MTA etc. But when
i go to active directory the users seem to not be mail enabled.

Can anyone help me please!!!!!!!!!!!!!!!!!!!!!!!!!

You either need to use the ADU&C on the exchange boxes, or install the
updated Exchange UI on your DC.

ADUC on the cluster node?
Or did you install the Exchange ESM tools on a workstation or server
somewhere else?
