Greetings,
I believe this behavior is by design (and you can't turn it off) although it's actually to
stop Messenger sounds interfering with full-screen applications (aka, a PowerPoint
presentation).
And yes, the busy option would take care of it, but this was there before that option existed
and has never been removed. Plus, my guess is someone important at Microsoft had it off
once and you can figure out the rest.
