No re-sizing dialog box when selecting pictures to email

When in Windows, My Documents, My pictures, when selecting pictures to send
to email, I no longer get the Dialog Box to re-size the pictures smaller
before being attached to the email. When I select the pictures, they attached
directly to an email without being able to reduce the file size. How do I get
the Dialog Box to appear? I am using Windows HP, Microsoft Office 2003.

Do you mean 'Windows XP' on an HP computer.
