WLMail, Version 2009 (Build 14.0.8117.0416) does include the
Underline, Embolden, and similar tools. However, formatting
tools are available for Rich Text (HTML) emails only. They are
not available for Plain Text emails.
Can you see the menu bar at the top of the WLMail window? (The
menu bar contains the File; Edit; View; Insert; Format; Tools;
and Help options.) If the menu bar is hidden, hold the Alt key
and press M twice - to reveal the menu bar.
When you compose an email, you can click on Format (on the menu
bar), if you want to change the format from Plain Text to HTML
(or vice versa).
If you want to configure WLMail to use HTML for all emails by
default, click on Tools / Options.../Send
Change the mail sending format to HTML.
However, you should continue to use Plain Text in most
newsgroups.
