no user accounts on logon screen after SP2

I installed XP Pro on a new system with a new HD. Everything goes fine until
I did the SP2 thing. I get the blue background on the logon screen but no
user accounts/pictures. When I hover the mouse on the area where the
accounts should be I can logon. Once I get into windows the desktop icons
are there but most everything else is garbled or not visible like the logon
icons. The taskbar has the windows clouds in the background but the start
button is invisible. I have not configured anything in windows ie font size
etc. The system is virus, spyware free. All components are compatible with
sp2. When I go to safe mode and do a system restore and go back past the sp2
it all works fine. I've tried installing sp2 3 times and the same result.
On my first install of sp2 the system hung up on the logon screen. I did the
system restore and tried again with the same results. I tried to reinstall
xp pro but the system kept recycling after I setup the partition. I had to do
a format in repair mode to get past the recycling issue. Sorry for such a
long post but this has me frustrated and boggled! TT
