NOAA and UAC

Vista Ultimate 32-bit here...

UAC blocks installation of the control needed to display radar loops
generated by the NOAA web site... for example:

http://radar.weather.gov/radar.php?r...01111&loop=yes

Explorer prompts me to install the control saying:

Permission needed... "The publisher could not be verified. Are you sure you
want to install this software ?"

Name: code/
Publisher: Unknown Publisher

.... I install it... NOTHING happens and refreshing the page just goes back
into the permission/install loop...

How do you fix this ?

I have no problem going to that web site and viewing the maps. I did not
even get a UAC prompt. Of course, I do have the latest version of Java
installed on my computer. Do you?

The java site said I did, however, uninstalling and reinstalling Java fixed
it... thanks !
