Non-Authoritative Accepted Domain isn’t working

I am moving people from a hosted mail service to an SBS domain with the same
domain name. As I move people over I need mail sent internally to the domain
to either be delivered the mailbox stored on the SBS server or to the
external ISP if the person hasn’t yet been migrated to the SBS server.

To the best of my knowledge I have configured a Non-Authoritative Accepted
Domain which should do just that. I have also removed the mailboxes on the
SBS server of users that haven’t been migrated over. The only problem I’m
having is sending mail to a user with our domain that isn’t on our SBS server
yet. All other mail flow seems to be working correctly.
