non-installation

I have auto install from Windows, and my install/uninstall program tells me
SP2 is installed. But, when I went into some of the Microsoft info on the
benefits, I find that for some reason in IE tools, I do not have the pop-up
blocker and manage add-ons lines added in.
Additionally, when I go to control panel to manage security, there is no
Windows Security Center icon installed.
I'm running XP home, and have a recent new box.

This sounds like a post installation issue with Service Pack 2. I suggest
