non-installing installations

Every day for the past couple of weeks, when I start up my Win98 system, I
get a notification that I have critical updates available. They are always
the same two: "Cumulative Security Update for Outlook Express 6 - Service
Pack 1 (KB837009)", and "823559 Security Update for Microsoft Windows". I
download and install ... and the next day I get the same notice. I've tried
installing separately, rebooting after each installation, reversing the order
I download. It makes no difference - I keep getting the notification each
morning that I need to download these puppies. My Installation History log
shows they have been (supposedly) successfully installed now a total of now
less than 6 times.

What Gives?
