non-Unicode software problem

My friend's machine was made by Sony

The computer allows us to use iether Traditional Chinese or English,
so we picked chinese (did I mention he's a Chinese) :P

The problem starts here...
After finish the installation with crapware Vista's "Windows Update" is in
English... which I don't understand why...

But the mayjor problem is...
even we set the language option to load non uni-code program using
simplified Chinese, the system can only load Traditional Chinese... (which
lead to word gaps in the program)

Windows Vista cannot load Simplified Chinese code for those buggy program
which refuse code with Uni-code...

What should I do?
