Norton Antivirus load problem

I am trying to load Norton 7.61 Corp Edition and I get a pop up message
saying that I need a windows service pack, windows installer service upgrade.
I can not find it on the windows update web page. I have a winbook xl2 laptop
466 machine with win98 and office 2000. ANY HELP!

There are no services packs for the ancient
Windows 98 operating system. Upgrade
to Windows XP.
