Not able to access any of my files or programs on pc

I get this message no matter what I do "Windows cannot find C:\Program Files\
whatever program it is \ with the .exe or I get rundll32.exe to gain access
to Control Panel. Would I have to reinstall XP and how do I go about
resolving these issues.

Well about a year ago I had done a virus scan and do that scan on a weekly
basis, it came up with more than one virus, I was able to Quartine them,
these were caused by downloading a microsoft office by copy from a friend,
uninstall the program and I was set, then awhile after that, had a hacker and
he put a trojan in my system, thought I had taken care of it, but I dont know
after that,
