As Bruce and Winston said, Microsoft shut down their public news server last
year.
In addition to the third party servers Winston mentioned, SOME ISPs still
provide Usenet access. My ISP is Grande Communications, Inc., based here in
San Marcos, TX, and available in several other Texas cities:

While not mentioned on that web page, my Internet subscription from Grande
includes Usenet access (via Giganews, I think), with over 100,000
newsgroups, including over 4,000 of the microsoft.public.* NGs (in many
languages) previously carried on msnews.microsoft.com, the public news
server that Microsoft shut down last year.
I don't know about any other ISPs. You might check with those around your
location.
