There is no more msnews.microsoft.com. MS shut down their servers two
years ago. You need to access the groups with another server like you just
did.

No such server exists. It was decommissioned completely in the fall of 2010.

The only place(s) those same newsgroups exist are on third party servers
that still carry the same newsgroup (Eternal Sept, AIOE.org, or similar).
With the deprecation of the msnews server one should not expect to see the
same volume of posts/responses/community support in any of location still
carrying those groups since volume of posts is drastically lower and folks
have moved on elsewhere (for support or entertainment reasons).

As Bruce and Winston said, Microsoft shut down their public news server last
year.

In addition to the third party servers Winston mentioned, SOME ISPs still
provide Usenet access. My ISP is Grande Communications, Inc., based here in
San Marcos, TX, and available in several other Texas cities:
http://www.mygrande.com/sanmarcos/internet/index.php

While not mentioned on that web page, my Internet subscription from Grande
includes Usenet access (via Giganews, I think), with over 100,000
newsgroups, including over 4,000 of the microsoft.public.* NGs (in many
languages) previously carried on msnews.microsoft.com, the public news
server that Microsoft shut down last year.

I don't know about any other ISPs. You might check with those around your
location.
