Theres a couple of things that can be happening, you need to accept the microsoft certificate in order to be able to scan for updates, you need to have ActiveX enabled as well, and finally but not less important you need an original Windows in order to install the Service Packs.
The error "contact your system administrator" appears as default even if you are the admin on this particular PC!.
