Not allowing me to use ActiveX Controls

Whenever I try to perform manual Windows Update on one of the computers I
service, the information bar pops down and says "Your security settings do
not allow web sites to use ActiveX controls installed on your computer."
I've tried changing all activex settings to enable or prompt, but same thing
keeps happening. I am unable to set the internet security setting to
medium-low.

Running Windows XP Pro SP2 with somewhat current updates (stopped working
all of a sudden; user has only user privileges, so couldn't have done this).

I don't mind running automatic updates, but it's against company policy, so
I just want to standardize everything. What am I not doing/doing wrong?

I have also added all the standard windows update sites into trusted sites.

You should be seeing a thin, beige line at the top of your browser screen
(beneath the address line and toolbar). If you click on that, you can allow
the ActiveX to be installed.

I have the same problem with the information bar and I have changed the
security through Internet tools changing the appropriate controls for active
x and for allowing active x controls to be installed and I still cant access
the windows update webpage.... heeellllllppppp!!!!!

I am not some novice Windows user. That is the first thing I tried. The
reason I am posting this is because that is the first thing I attempted. The
next 49 things I tried also didn't work. Please help.
