Will not boot after installing Photoshop Elements 4

I installed Photoshop Elements 4 and the system said that it was
restarting but hung up. Now all I get is a black screen. I put the
Windows Vista CD in but it will not start from the CD. Nothing
happens when I press F1 or F8 during startup. How can I start from
the Vista CD if I cannot even get the system to respond at all?

It's a DVD by the way..
is your BIOS set to boot from DVD/CD 1st??
do you get the line."push any key to boot from CD/DVD"
??

I get nothing but a black screen. No messages or anything. No
results when I click on f1 or f8 at boot up. I doubt that the bios is
set to boot from the cd but it is surely in the sequence. It hung up
when I got the message saying that I had to restart for the changes to
take affect. I had to do a hard restart and now nothing at all. I am
at a total loss other than to put another hard disk in and try to get
the message to boot from the cd. I've restarted numerous times
hoping that it would go away. The light comes on the cd drive but
only for a few seconds and then goes out. I really appreciate the
help but I think I've got myself into a mess this time.

A black screen from the very beginning after you press the power button? Not
ANYTHING?

What brand is the machine. Do you normally see a splash screen with the
brand of machine or just a bunch of info about hardware? Are you trying F1
because that's what is supposed to get you into BIOS/Setup? Again, what
brand and what specific model machine is it? Be as specific as you can.
