NOT NORMAL ERROR! Microsoft update fails with 0x80072EFD error

I get this 0x80072EFD error number every time I run windows update. Have I
have check the net and tried every solution I could find. I am NOT running
Norton products. I have added windowsupdate web sites to my trusted sites. I
have re-registered many dll's! I have check that BITS and Automatic update
services are running. I have turned off firewall's and anti-virus programs. I
have flushed DNS and I do not use proxy servers.
But this error still continues to appear every time!
Please help!

80072EFD = The attempt to connect to the server failed.

1. Open a command prompt window, and type the command

proxycfg

Check that the last line says "Direct access (no proxy server).". If not,
post it here.

2. Is your default web browser set to "Internet Explorer"?

3. Is IE able to browse normally to sites that use the secure "https"
protocol?

Does Vista have an equivalent to the command proxycfg? I don't have it on my
system.
