I have deleted all partitions of the harddisk of a standalone PC. I have
made new partitions, formatted one partition and installed WindowsXP from
CD. Then, made internet connection with a cable modem (dynamic IP address)
for Windows update. While installing the updates, the computer crashed and I
got a message to visit www.errorfixer.com to repair the computer.

If this is the result of spyware, how can a computer be infected with
spyware after re-installing? Is it possible that the IP-address of the cable
modem is infected? Something in the bios? Is connecting to the Microsoft
website enough?

Was the firewall enabled?
Any network connection even if you do not visit any websites is enough.

Enable your firewall immediately:
http://support.microsoft.com/?kbid=283673

Then follow the yellow section on this link to check for viruses and
spyware:

Thanks for help !

I have also made a phone to the Internet provider to ask if it's possible
that a cable modem can be 'hacked'. The answer was +/- yes. The provider
proposed to disconnect the modem for several hours (from the provider
network: Telenet Belgium), so the modem has to be re-configured in the
network. By this way, also the ip-address will be renewed (dynamic IP).
